If they are owned by different people but trading under the same name (as a franchise) then no, they might not be responsible for taking returns bought at another of the stores.

Providing you like the jewelry and it is well made, there is no reason to not to purchase from them. If you are buying a gift and you want to the option to return, well that would perhaps not be the best choice.
